- Preheat Oven. Preheat the oven to 400°F. Mist a 9×13-inch baking dish with cooking spray and set aside.
- Cook Sausage and Vegetables. Heat a large skillet or Dutch oven over medium-high heat. Once hot, mist the surface with cooking spray and add the diced onion, bell pepper, and ground breakfast sausage. Cook, stirring occasionally, until the vegetables are crisp-tender and the sausage is cooked through, about 8-10 minutes. Season with garlic powder, Italian seasoning, ½ teaspoon salt, and ¼ teaspoon black pepper, stirring until well mixed.
- Mix in Bacon and Transfer. Stir 4 slices of the chopped bacon into the sausage and vegetable mixture, then transfer everything to the prepared baking dish.
- Add Cheese and Tater Tots. Add 1 cup of shredded cheese and the entire package(s) of frozen tater tots to the baking dish. Toss gently to combine and spread ingredients evenly.
- Prepare Egg Mixture. In a medium bowl or large glass measuring cup, whisk together the eggs and milk until smooth. Season with the remaining ½ teaspoon salt and ¼ teaspoon black pepper.
- Combine and Layer. Pour the egg mixture evenly over the baking dish ingredients. Top with the remaining 1 cup of shredded cheese and the remaining 2 slices of chopped cooked bacon.
- Bake. Bake in the preheated oven for 25-35 minutes, or until the center is set and the top is lightly browned. Begin checking doneness at 25 minutes and add more time as needed.
- Optional Broil for Crispiness. For a crispier top, turn on the oven broiler to High and broil the casserole for 1-2 minutes until golden brown. Watch carefully to avoid burning.
- Garnish and Serve. If desired, garnish individual servings with a dollop of sour cream, sliced green onions, hot sauce, or extra chopped cooked bacon before serving.
